The aim of this document is to provide resources needed by the national veterinary laboratory network to ensure safe, secure, sustainable and quality service delivery and to present the range of elements needed for strategic decision making to investors and authorities.

SUMMARY

The Performance of Veterinary Services (PVS) Pathway Laboratory Mission Manual provides an overview of laboratory planning to support veterinary services. The manual covers laboratory function and demand analysis; organization, management, and financing laboratory functions for veterinary services; and budgeting for equipment and staff. The manual is openly available and designed for laboratory managers and government officials who aim to improve the safety, security, sustainability, or quality of their national veterinary laboratory network. Users will develop a more concrete understanding of necessary laboratory network improvements that can be presented to investors and authorities. The resource is available in English, Spanish, and French.

This resource is published by the World Organisation for Animal Health (OIE), a leading global authority for safeguarding and improving animal health. The OIE was established in 1924 and has since grown to include 182 member countries. OIE receives its mandate from the World Trade Organization (WTO) Agreement on Sanitary and Phytosanitary Measures and maintains permanent relations with roughly 75 other international and regional organizations. The PVS manual is intended to accompany OIE’s other informational and assessment resources for improving veterinary governance at the global, national, and laboratory scale.
